Highway 74 in this corridor is a two-lane state highway maintained by Caltrans, and the active construction zone means there were likely flaggers, construction crew, and construction equipment operator witnesses on the ground at the time of the confrontation and chase. Dashcam footage from the tow truck, the motorists' vehicles, and any passing commercial vehicles is among the most valuable early evidence.
